Risk you already carry. A record you can require.
For E&O carriers writing escrow and settlement. Spoofed email and undocumented wire review are already on the book. Veto gives offices a Review Record — what was checked, what stayed open, who reviewed, what the office did — before money moves.
Building carriers do not invent aluminum-wiring risk — they refuse to leave it unaddressed. Escrow E&O works the same way: social-engineering and wire-instruction failures are losses you already price. A reconstructable review before release is how the office shows the work.
The office decides. Veto records the review.
What sits on the book today.
Independent escrow lives on email and last-minute instruction changes. When domain authentication is open, anyone can send as the office. When the wire review lives in chat and memory, the claim file has nothing to reconstruct.

After the wire
Most claim files start when funds are gone. A Review Record is what the office can show before release — sources, limitations, exception path, named reviewer.
What a carrier can require.
Not a new product line. A standard of care on risk you already underwrite:
- Covered money instructions need a current Review Record (or a named, recorded exception) before release.
- Material changes after sign-off stale the prior record — the office re-reviews or holds.
- Limitations stay visible on the record (callback, bank match, payoff compare) — not buried in a vendor PDF.
- Exportable evidence for underwriting, SIU, and defense counsel when a claim arrives.
Veto does not approve wires, verify account ownership, move money, or replace the office's E&O. It records the review the office ran.
Aligned incentives.
Carriers
Cut claim severity on exposure you already price — spoofing, social engineering, missing wire documentation — by requiring a reconstructable review trail at the insured.
Escrow offices
Same review they already try to run, written down. Peace of mind for owners and officers without pretending the file is “cleared.”
Consumers on the file
The cost of control is small next to a six- or seven-figure settlement. The cost of an undocumented release is not.
